The simple answer is you can't

In the US it is public record if someone has been arrested so you can find out if you have there name you can. You fill out the forms for what they call the Freedom of Information Act you might have to pay for them to run you copies but you can find out plus all those people that answered you saying no they are full of crap.

first there is only one national database for criminal records in the united kingdom, its called the criminal records bureau. It is not available to the general public. You or your company must register with the CRB in order to obtain access to those records. Registration involves swearing compliance to the CRB Code of Disclosure practice. Information on how to obtain registration is available from the CRB There is also a fee for searching the bureau's records.
there are separate CRB for Scotland and Wales, each with similar registration requirements.
there are several levels of disclosure, depending on who is asking. Data protection legislation is carefully followed

semi restricted records have conditions and restrictions
Essentially these records are only available to the persons directly concerned. you the average citizen cannot ordinarily access these documents unless some of the following conditions are met.
1. you have obtained the legal written consent of the subject directly concerned. You will have to contact the registry office responsible in your respective country to observe what conditions must me met.
2. you have the appropriate consent of the legal council acting for the specific person to obtain copies of the particular documentation you are seeking.
3 the person directly concerned obtains the records themselves

You can't, unless of course you ask the officer directly and they answer you.

So in real terms your chances are slim... to none!!

You can't even under the Freedom of Information Act. They will only tell you how many Officers have been charged with driving offences not their actual names.

I think a police officer is under the same scrutiny as that of a regular citizen, so my inclination is to say yes, as long as you know their name and place of residency. Although that will be difficult through regular channels...
