How can it be that in the same state child support arrears in 1 county 5k is a felony,?

and in a different county it takes 10k to be a felony? Their 2 different cases against same person. He makes some payments to that case and mine none. The PA with my case is and has does little to nothing. 13 years and counting. Never more then 4 days in jail.on my end. I have found all the information for the case but yet still nothing.To make it even more difficult to not get pissed , he's a convicted pedophile. He was involved or had knowledge in a double murder in 01 of a mother and her daughter..The child he is paying CS on in the other co is his and the woman with another man that committed the rape torture and murder of the 2 people Ages 39 and 8 . And the pedophile charges , she (the daughter)is the victim , she was 4. Now with all that , why isn't someone doing anything to punish him? He gets away with everything he does. Things regular people go to jail for. But not him Why?

It's always semm to me that the worst people have the best luck. Isn't it a b****. Someone needs to rape his ******** with a metal pole and then hang him on that same pole.
