they're relatively pretty cheap, only like $300, after all they are in abundant supply these days.

But to answer:
you call your local Attack Elephant Store...tell them you want an attack elephant, and that you're willing to pay the $87,000 it will cost for one.
You DO need a license. It can be obtained from your local BMV, and it will cost you upwards of three unicorn horns and a beautiful song from a dodo bird.
