I'm assuming you mean law enforcement reserve vs military reserves - they don't necessarily hire a reserve before going to the public.

However, the reserve will typically score higher on the various tests (written, oral, physical agility, background, and polygraph) since they've been subjected to it already - and therefore will probably score higher. As another poster noted, many agencies also give additional points in the scoring system for military veterans.

Most agencies use the same criteria to hire reserves, so they're somewhat familiar with the process. Also, they'll probably do better in the academy, just by virtue of on-the-job training.

Most departments will offer some sort of bonus to people with military service and/or reserve officer status. It all depends on the city and the department you are applying to. Some cities (departments) may offer absolutely nothing; some may add 'extra credit' points at the interview stage; some may even offer 'preferred' status to current reserves. Keep in mind that even if there are no 'bonuses' officially offered, at some point someone within the department is going to make a choice about who they are going to hire; if they have more qualified candidates than they have positions, the Chief (or whoever is making that final call) may lean towards the current reserve candidate as opposed to the 'fresh off the street' guy or the lateral.

It's a mixed bag - it essentially comes down to where you work and how well you did your job as a Reserve. In most cases it's going to give you a huge leg up.
