How is Restitution paid?

An old high school friend was recently convicted of fraud, given 46 mo prison/3 yrs probation and ordered to pay victims $500,000 in "restitution" - he blew the money 100%. I wonder how the court ever enforces payments, or is it taken from any of his future earnings or income tax refunds witheld? or will the 6 victims ( all presently 80-85 yrs old) have to wait 46 mos (until he's released) and suit him for the money (if their alive) in 4 yrs

Restitution is collected by the Court and then sent to the respective victims. He will have to pay restitution from whatever he earns after his release from prison. Whether or not the victims are alive will have nothing to do with it, he will have to pay until it is all paid up. If he does not pay, that is a violation of his probation and he can be sent back to prison.

If he does not pay all of it, or cannot pay all of it, the Court can turn the restitution into a civil judgement and basically garnish his wages, his tax returns and any and all money he earns in the future.

He will even have to pay restitution while in prison. They will take about 40 percent of whatever he earns while in prison and 40 percent of any money people send to him.
