A good and intelligent question deserving a non-trivial answer.
So: Lara Croft (Plastic suspect) seen acting suspiciously outside Tesco at 10pm.

Takes 4 police vans full of cops (5 per van) to secure all entrances to Tesco. No one comes in or out . All roads to Tesco sealed off using 6 police cars. The BBC and ITV invited to camp in the car park to await the Chief Inspector and Spokesman of Manchester Police.

Caterers for the TV companies arrive on site and set up shop south of Police.

Lara Croft hides in the toilets presumed armed. Fire brigade alerted. and six vans arrive complete with ladder.............

I've read about this and I was appalled at how many of them it took. Perhaps we are being unfair, they didn't know it was not real.
Then we read about a real robbery in Bradford at a travel agents and the plods send two female officers. One was not yet fully qualified. One was shot dead.
Then they arrest a 10 year old boy for throwing his cucumber slice at his friend.
Another lot of Manchester plods arrested a 10 year old boy and took him to court for calling his friend gay!.
Hey, how many Manchester plods does it take to arrest one 12 year old school boy for shoplifting a Mars bar?. Answer, 4 squad cars, 1 riot van and two on horseback. This happened in the genteel town of Altrincham, not Moss Side, where plod has not been seen for years.
Doesn't it make you depressed that we are supposed to be protected by these effete scared to death wimps?.
