How to go about getting a police dispatching job in Phoenix, AZ?

I am an 18 year old high school senior, graduating in May with an interest in law enforcement. I can not be a police officer until age 21, I am aware. I live in Omaha Nebraska, but in Phoenix, the wage vs cost of living is more desirable. As an added bonus, I love the city. How should I go about applying for this, and will I realistically obtain that sort of job?
