I was trained to handcuff people with shoulder injuries that preclude them from being handcuffed normally to handcuff the good arm behind thier backs to their belt/loop. However, reading your question, I realize it never address women in dresses, pants with no loops. We are provided with Hobble restraints for violently resisting suspects so it stands to reason you could incorporate the hobble restraint in the event there is nothing to handcuff the 1 arm to.

cop would cuff the one hand the cuff it to the suspects belt.. If no belt he put cuff on hand and then put leg cuffs on one leg then put cuffs together

probably cuff the one arm to something in the squad car or just use ankle cuffs. They could cuff the one arm to their own arm..

He probably would either chain the feet, or not chain him at all because there's not much you can do to fight a police officer with one hand.

well if the guy is wearing jeans or somthing of that sort he could attach the free cuff to the back belt loop

they have a belt cuff that goes around your waste and cuffs one hand but most cops dont carrie it.
