I was trained to handcuff people with shoulder injuries that preclude them from being handcuffed normally to handcuff the good arm behind thier backs to their belt/loop. However, reading your question, I realize it never address women in dresses, pants with no loops. We are provided with Hobble restraints for violently resisting suspects so it stands to reason you could incorporate the hobble restraint in the event there is nothing to handcuff the 1 arm to. |

cop would cuff the one hand the cuff it to the suspects belt.. If no belt he put cuff on hand and then put leg cuffs on one leg then put cuffs together |

probably cuff the one arm to something in the squad car or just use ankle cuffs. They could cuff the one arm to their own arm.. |
