How would you put these in order by there level of jurisdation?

I live in Arizona and Im doing a school project and i need to get these differant levels of law enforcement jurisdation in order....

Thanks you for your help (if u can help me)

1.Border Patrol
2.Arizona DPS Highway Patrol
3.Phoenix Police
4.Salt River Tribal Police
5.Maricopa County Sheriff
6.Arizona State Univeristy Campus Police
7.Maricopa County School District Police

The Sheriff is the primary law enforcement officer for the county, so he would be on top, at least in Maricopia County. The Border Patrol only has jurisdiction for federal offenses, so they do not fall anywhere in the hierarchy. Phoenix PD, Campus and Tribal police are probably deputized, but only have primary jurisdiction on their property. The Highway Patrol is employed by the Department of Public Safety, and are primarily responsible for highway safety.

Your question makes no sense. There is no pecking order here.

In Florida, like many other states, State Law Enforcement Officers can enforce ANY state law. So Florida Agriculture Police can cite your for transporting grapefruits into the state that are diseased or they can pull you over for speeding or arrest you for robbery. It's not their primary scope of practice but they have that power. For the 14 exceptions to making a warrantless arrest in the state of Florida, any state certified law enforcement officer can make an arrest statewide, though that is seldom practiced and has a whole lot of sticky issues associated with it. Generally speaking, they all stay within their own jurisdictions and enforce the laws they are there to enforce.

there is no real order of jurisdiction because it would depend on where the crime took place and what crime was being commited

for example the salt river tribal police have no jurisdiction off their reservation (assuming it is a reservation by the name) but on their land no other agency except the feds would have any jurisdiction, so on their land they would be the highest, off the lowest.

the sherriff's department would have jurisdiction over the county unless it was immigration then boarder patrol would or INS.

if i had to lable them with all things being equal i would say this

1) boarder patrol cause they are federal
2) HWY patrol as they have the power to invesigate local law enforcement
3) sherriff's department they cover an entire county
4) phonex police
5) school distric police as they are most likely a branch of the city PD
6) tribal because no other agency on this list has jurisdiction over thei land
7) university police because they only have jurisdiction on campus, but can be overstepped by city, sherriff's department and possibly HWY PATROL in cases in their jurisdiction

EC911 is correct that most all of these agencies officers have arresting powers that exceed their jurisdiction, but I think he didnt understand that you are talking about jurisdiction as in who has the right to a case. If a murder was to take place lets say in the city, no crime in progress then the city police would have jurisdiction in the case. the boarder patrol officers couldnt just arrive first on the scene and call dibs, but if a murder (attempted) was in progress they could act as LEO's and stop or try to stop it with full authority.

The only group out of what you talked about that is fuzzy on the making of an arrest out of jurisdiction is the campus police becuase each state and campus differs. some states give them the same authority as any other police officer and other states give them authority on campus that is the same as police but no authority off campus. Also I might be wrong becuase I never worked in a state with reservations but I beleive the Tribal police only has jurisdiction on their land and none off their land. I could be wrong on that but I dont think so.

But as far as EC911's statement of no real pecking order as i said in my origional statement I agree, there are too many factors to figure into it.

Each has different powers. Special agents have by definition special arresting powers and special jurisdiction.

In the state of illinois the actual sheriff can only be arrested by the country coroner (SPelling). Dont know why that is but it is the law.

There are different aspects of each departments powers that would have to be considered both pros and cons to determine what you are asking and it would have to be compared to a specific situation to be of any value
