I got a Repair Order from the department of Public Safety. I have questions.?

I'm going into the Navy and according my recruiter I can't leave for RTC with any unpaid tickets. Now the ticket I got was just a warning ticket saying I have to fix my cracked windshield. On the bottom it says I must issue a Certification of Correction or Adjustment of illegal or faulty equipment within 5 days to the Department of Public Safety. My father refuses to fix the window. What do I do?
Additional Details
If I just have a police officer come take the plates away and suspent the registration is the whole thing over with? Cause I can't leave for boot camp till all my fines and tickets are taken care of.

Plain and simple. Repair the window at your own expense. Either do it yourself or take it to a repair shop.
