I have a question about law enforcement, fact or fiction?

I have noticed that in almost every movie where both the police and the FBI get involved in a case, the police seem like they get really pissed off when the FBI decides to take the case away from them, and they fight over who has jurisdiction. Is this an accurate portrayal of law enforcement? Does this sort of relationship between the police and the FBI really exist? Thanks.
