I hear that the S.W.A.T team in tulare counties sheriffs department has 40. Why so many when citys have 7?

That sounds about right. 40 includes all cities, towns, rural areas, within Tulare County. Seven seems a little low for a SWAT team, but I am sure some small towns have around that number. You have to figure, 4 perimeter (gas team), 2-4 snipers, 1 Commander, Entry teams of at least 6-8 persons. This totally varies though, just a basic overview.
