He gets his license from the local authority and it can be revoked by them if he was breaking the law. You can report any one to the police for assault but if he breaks the terms of his license then you could try writing to the local Council.
He doesn`t have a position of power as he may think he has but he has a position of responsibility.

Nobody is above the law. He goes too far, one day somebody is going either to nail him or take him to court.

Tell anyone he assaults to go to the Police.
The police won't allow this sort of behaviour from a Landlord.
The Police can make his life very difficult, and recommend that his licence is revoked.

You don't say what sort of licence - do you mean for a pub/club?

Assuming you're being straightforward and not just whingeing because you've been thrown out of some club somewhere, any licencee in fact has more responsibilties, not more rights, and he can have his licence removed easily and thus lose his livelihood.

The local council has granted him with a position of great responsibility and a position of respect. I am afraid if he is abusing his position then they will revoke his license quicker than they put up my council tax.

My opinion is that this guy will one day bite off more than he can chew and he'll end up getting a good kicking himself.

Alternatively he'll be the subject of a complaint of assault, and possibly lose his licence as a result.

well, I think the way you view it and the way he views it may be two different views. He may see someone who's a bit drunk, abusing his customers and running off business. And, there may be a legal aspect to it that I or you don't know about.

You don't list examples, so without examples, I'll have to just say, there's two sides to every story. If he owns the place, he has to have a license. He doesn't want his license revoked. Perhaps he's overly aggressive? I can't say.

He can use resonable force to remove persons from his premise if they are causing a problem and refusing to leave, along the lines of take someone's arm firmly and physically walking them outside to get them out very much like bouncers at night clubs do, he can only use more aggressive force in self-defence and it must be proportionate to the attackers, ie he cannot suddenly pick up a baseball bat when they guy is just using his fists, nor when the attacker stops and backs off can the landlord start chasing him down the street to hit them more, thought if a customer is aggressive or stubborn then my advice would be for him to call us to deal with them.

He won't get away with it for ever. Make sure that when he steps out of line, you tell the police. A bully is a bully no matter what his job is, and he can't go around assaulting people without getting arrested at some point.

Any idiot can get a license to sell alcohol, unfortunately. You no longer have to even go to court. No real control over the dealers anymore.
