help!!! consider the authority of a police officer who gives someone a ticket for speeding. who do i trace the authority of that police officer back to? the officer would answer to a police chief who would answer to whom & then the police chief would answer to whom? and so on

the reason i want to know this is for a journal entry for a class of mine. so the more specific the better.
