i was turning a light and he was on the opposite side and saw me i drove a little further and parked the car and was by it when he drove up and asked me to talk 2 him then asked 4 id but i only had a permit could he have Gavin me a notation ? i was parked and out of the car

Im assuming you mean citation, If he gave you one for a infraction, he probably observed you. |

Yes of course. This is not baseball, there is no safe on base. If the Officer witnesses you breaking a law then he/she may cite you or arrest you no matter where you are once he/she catches up to you. |
