It is not legal unless there is a court order.
So is there more to the story? Do you have a history with the police in that town? Did you do something that really made you stand out in the cast of known criminals? |

Did he say why? Unless you were given a specific reason he has no legal right to enforce anything against you if you return to that town. |

You should report him to his superiors and sue him & the department (which has much more money than him) for trying to violate your Constitutional rights to associate with whom you choose (i.e., the people of that town). |

He didn't tell you he did not want you to come back to town. He told you he did not want to see you again..........basically he does not want to have to stop you again. If he stops you again he will probably charge you instead of warn you. He did not tell you not to come back to town, that would not be legally binding. |
