you are not parked put you are classed as waiting, as you are taking up a parking space the council are not able to have revenue from it,so you are stopping them making money, they wont give you a ticket but will ask you to move on, if you refuse then they will issue, as you waiting in an area where there is a payment required to do so.

Depends on the little hitler you encounter, was in the unfortuante position of being in a car park space for just under 3 hours once, kept the engine running, and the hitler actually came over on his 6th pass and started chatting etc, are you going to be here long etc, to cut an expanding story short, no they can't, as long as you aint switched the engine off or got out the car

Driving is defined in UK law as when a person is in control of the movement and steering of the vehicle.

In other words, if you are in the vehicle and able to reach the controls then you can 'drive' the vehicle.

Council wardens are normally little Hitler's in disguise, so no doubt they'd give you a ticket anyway, then good luck trying to challenge it.

Oh, technically you are parked, if you sit on double yellow lines you are comitting a "No Waiting" offence, engine on/off is irrelevant. Unless it's a PC or PCSO who is about, we'll just ask you to move along.

technically you are what is called standing. you are correct you are not parked....however if the sign said no parking no standing than the cop is right. if he isn't then call and get a court date or follow the instructions on the back that most tickets have. a cop can't give you a ticket for "standing" in a no parking zone.

As soon as you sit behind the wheel & insert that key you are indeed considered in control of the vehicle no matter your intent. Just like you could get booked for DUI for having the key in the ignition & engine not running. It shows intent.
