If I lived next door to a cop who was throwing a loud bachelor party at 3AM, who do I call?

You'd be ill advised to call anyone. If your neighbour knew who was behind the complaint he'd be on your tail for evermore --- and get his colleagues to do the same. If he can't respond to a polite request to turn the sound down -- apply the earplugs and try to get what sleep you can.

I actually have a policeman neighbour who throws loud parties and have found from experience that the better part of knowledge is discretion.

Just get over it; it's a bachelor party and you had the bad luck to be in the vicinity. Plus, his buddies are probably on duty by now.

Call the police and report him.

And then if it continues to occur call the police department during regular hours and report it to his supervisior.

You know what I do in situations like this (no matter where the person works)? I either call them (if I know their number) or go over to the party and talk to my neighbor and ask them to turn it down because it is late and I am trying to sleep. If they do, great, if they don't, then I call the Police and have the Police shut them down. The Police in my city are very busy and have better things to do then bust up parties. Besides it is more neighborly to be the bigger man and ask them yourself before getting the Police involved. If I have to I call the Police more then once, the Police will get tired of responding if the guy won't turn it down.

try talking to him, like a NEIGHBOR should. its expected that you would call the cops and complain, it will go far with him if you approach him like a man.
