Depends on your tone. Most would be wary. If you were just arrested, I'd probably not tell the desk person that... unless of course they have a sense of humor, in which case, go right ahead! They may even say you're welcome!

Probably not, im sure depending on your tone they'd take it as a complaint (maybe a compliment) or brush you off as a loony and cuff you. (im sure that happens at least once a day)
