if you have collision coverage, your insurance pays.
if you do not, you can try to sue the offending driver -- who probably has no assets from which you can collect. So then, you pay for it.

Don't forget to attend his trial and ask the DA in person to ask for restitution to injured parties [that's you]. If restitution is ordered, that's a court order and you can try to collect it by seizing and selling assets [if the perp has any]. |

Once they engage the suspect in the high speed chase any damages physical or property are paid by the city. Unless the person driving is Bill gates or donald trump you can't sue them and expect to be paid. |
