If someone lives in TX and they want to sue someone in CA in small claims does the CA person have to fly to TX?

If the offense occured in CA but the person who wants to sue lives in TX.

It depends on where the offense occurred. If it occurred in TX, then it'll be in TX. If you bought something from a person in CA, and they sent it to you, YOU have to go to CA to their small claims court.

Edit: Then the claim has to be made in CA, and all parties have to go there for resolution. It should be filed in the CA county where the person lives.
