If you hire a person to kill someone, by paying them or in return for a debt, you are as guilty as the killer is. That's premeditated murder, 1st degree murder. You can get life or even the death penalty!

Previous answerers have used the word 'conspiracy', and that's true, but it's worse than that. If you talked to someone about killing someone, then you committed one single act towards that end (say, looking up their schedule to see when they'd be in a certain place at a certain time), then you'd be guilty of conspiracy. But that is a much less serious crime than Murder One, which is what you'd have in the case of hiring a killer.

Yes, conspiracy to commit murder is just as serious as comitting the act yourself. The jail sentence, if convicted, varies depending on the jurisdiction: i.e. state, county, federal court. And yes, many locales have a sentencing guideline that includes a life sentence for hiring someone to kill another person.

HIRING someone to kill another is a crime. He or she is considered to be the master mind behind the killing. Those who perpetuated the crime are also punished, but the master mind behind the crime is much more punished 2x than the killer themselves you might ask why. He didn't do anything except give orders, because if not for his brilliant execution plan the person would still be alive by now.

Any "overt act" that forwards the commission of a felony will land a person in jail (depending on where you are) for a very long time. The crime does not need to take place for a conspiracy to have been committed. The act can be anything from providing a means to commit the crime to plans about where the victim will be and when.Yes both parties will go to jail and should for a very long time.
