If you were to get drunk in a country where the drinking limit is under 21, and went to the states and were still over the limit, could they arrest you for underage drinking even though you did not do the drinking in the states. ?

In theory, it is possible, yes. It would depend on the particular state's laws. In Ohio, being under the influence of alcohol under the age of 21 is against the law (codes.ohio.gov/orc/4301.69 see section E). In Ohio, they would not be able to prosecute you for consuming the alcohol, since it was outside of their jurisdiction. However, now that you are in their jurisdiction and are breaking the law, it is possible to be penalized for it.
A similar scenario would be if you went to a country where marijuana was legal, purchased it legally, and tried to bring that back into a state (let's say Ohio). As soon as you stepped into Ohio, you would be in violation of the law for possession of marijuana. |

haha i dont even think they would know what to do they would be so pissed and confused they would just let you go i say you do it cuase its not like you where illegally drinking the alcohol in the states so i dont see a problem with it |

The crime is the actual selling and buying of the alcohol. Not you having drunk it. The same goes for the buying and selling of cigarettes. Both are illegal but actually drinking/smoking isn't illegal. |

Haha, by the time you get there you've probably sobered up!
They could perhaps arrest you for being drunk and disorderly, but not for underage drinking since the 'crime' was commited in another country. |
