Its gazetted officer. There's a list in the government called a gazette. There are many officers in this list. These officers have certain rights and privileges like you can get your certificates attested by a gazetted officer and so on...

Its not a gusseted officer its a Gazette Officer. He or She is a high ranking officer who works for the Indian Government.
