I am a freshman at UC Santa Cruz and majoring in history. When I graduate, I plan on applying for a few departments such as CHP, Sacramento PD and Oakland PD. I assume that the competition I will face will be high school grads, college grads, and ex-military. Do I stand at a good position to be hired? I assume that I will have priority over high school grads, but I am not sure about the military. btw I am a bright kid, likeable, pretty athletic, I drink occasionally at parties, and smoked weed several times in high school but quit after that. I really want to become a CHP or police officer

Check out the department websites and you will find that most of them are willing to pay more for recruits with college educations. You still have to go through the process of testing, interviews, and background checks. But a college degree will make you more appealing than others. As for the ex-military you have to take into consideration that they may have training, but then they have to be re-trained for civilian actions and it is much harder to untrain than to start from a blank slate.

Having a college degree is highly valued by the police departments. you will be paid more than an officer without a degree and you will be able to promote to higher ranks faster. So having a college degree with give you a leg up in the hiring process.
If you are serious about becoming a police officer, I would recommend that you don't drink at parties.
Also you mentioned that you smoked marijuana in high school. While that may hurt your chances a little but don't let that stop you. I know many police officers who have smoked marijuana in their past. Some departments don't really care about that because they also want officers with real life experiences.
