It is not something I would recommend, for one thing if any birds were to drink out of the pool, the effect of caffeine on their nervous system is toxic.
However, if your point is to make a statement. What needs to happen is that we need to Peacefully surround the U.S. Capital and the U.S. White House, to let them know we will not put up with this idiotic spending. That Enough is More than Enough! |

It could be termed littering and you could get a hefty fine. It would also be pretty much as ineffective as the original Boston Tea Party, which did very little to lower taxes, but was quite costly to honest tea merchants and to the shipping companies that had shipped the tea. There are some things conveniently left out of history books, such as the fact that the "taxed"tea that was dumped was actually cheaper than the smuggled tea that colonists bought in protest of the tea tax. It was better quality tea as well. The net result of the Boston Tea Party was a three million dollar loss for merchants that led to the Intolerable Acts that placed even more taxes on the colonies. |
