It depends on what the charge is and how long ago it was and if they have done things to better themselves and to rehabilitate themselves from beinga criminal.

No it's not, particularly if they have more than "one" incident.
Crime, breaking the law goes against certain characteristics. The most common two violated are: "Honesty and Integrity". If you don't have these, it is only fair you are judged accordingly by others. The judgement is usually made to protect themselves from a dishonest person.
