No.Food will be eaten by animals.In some places it is illegal to throw food on the ground because it attracts animals.

The best way to find out would be to go to a police station and start slinging mashed potatoes around.

It depends on the State you live in, and the litter laws.

In California, there are only 2 things you can legally drop on the ground in a public place. Rain water and chicken feathers. Everything else is littering. Doesn't matter if it is "Biodegradable" or not. Everything biodegrades, it just takes Uranium longer to degrade than it does Potatoes.

It is not littering...some police officers may write you a ticket but I seriously doubt you would even have to pay the fine if you made an issue of it.

If it is littering to throw mashed potatoes out then I should do jail time for all the toppings from my cheeseburgers that have found there way onto grassy areas.

Lol my boyfriend and i just had this conversation yesterday when i threw the pickles from my burger out his car window. I don't consider it littering because not only is it biodegradable, but some animal or bugs are probably gonna eat it anyway...still i probably wouldn't do it in front of a cop.
