I want to file a complaint against a police officer for a routine matter that I believe the police officer failed to do. A few weeks ago I contacted the police depart where the police officer works to file a complaint and was told that the police officer I want to file a complaint against moved. The person I spoke with said that I couldn't file a complaint because the police officer no longer works in the same department. Is it what the person I spoke with over the phone correct or am I do I have to take things into my own hands and get a sandwichboard?

Unless he committed a criminal offense, once he resigns/retires/is terminated from the department where he worked, they no longer have any authority over him and the complaint is a moot point. |

If the ofc doesn;t work there anymore, then there's no reason to take a complaint. If he violated the law, then you can complain about that by making a report. |

Sounds like you will only get yourself in trouble.
If it was serious, the department would be responsible for his actions. If it was something trivial, then you lost your chance. Cops rarely pay for their mistakes, when they do it makes headlines. |

Unless the officer committed a violation of criminal law, his resignation or termination from the agency is the maximum punishment by the department. |

If your goal is to get the individual officer disciplined, you've pretty much lost your chance. Unless he committed a crime, which sounds unlikely from the way you phrased the question, nothing is going to happen to him or her now.
If you want to complain to the department in general, have at it, but it's not going to do a lot of good. If the officer violated policy, well, the policy is still there. Hopefully, other officers will comply with it.
It doesn't sound like you are concerned about anything too serious, though, and if that's the case you are better off letting it go. |

Yes, you should be able to file such a complaint. Either the person you spoke to was unfamiliar with policy or was hoping you were. The police officer you had an issue with was an employee at the time of that issue. His quitting, moving, being fired or retiring, doesn't alter that fact. Demand your right to complain against a public agency. |
