Is it possible to pull a cop over as a citizen?

I would recommend you do not interfere with any police officer. In Arizona police are exempt from traffic laws and parking laws while in the official performance of their duties. You cannot make a traffic stop as a citizen either. You can make a citizen arrest for a felony or for a misdemeanor that is a "breach of the peace."

As far as the barefoot thing goes, that is state by state. I have never seen a statute for it in AZ but I am pretty sure it was illegal in Michigan.

You could drive behind them and honk your horn and flash your lights to get their attention. They will pull over to see what you want and you can let them know their lights weren't on.

Here in Ontario there is no law requiring someone to have their feet covered with anything while driving.

Just a funny note about Ontario Law: It requires vehicles to have windshield wipers, but there is nothing in the book about having a windshield.

No. Simply the laws don't authorize non law enforcement to make traffic stops of any kind.

I don't think you can pull over a cop, but I KNOW it is illegal to drive barefoot.

Just imagine what would happen if a LITTLE piece of glass rubbed off from your shoe to the brake petal. You wouldn't notice it for everyday driving, but when you slam on the brakes, it will cut into your foot.

And when it cuts into your foot, what will your instinct be? To pull your foot off the brake petal! BAM!, you hit the car in front of you.

--And now that I think about it, you can only make a citizen's arrest in a felony, not a misdemeanor or citation, So no, you can't pull the cop over.

I drive without my lights on all the time. Especially when we get a call for service that may be potentially dangerous.

You can't pull over a cop, they are excempt vehicles just like fire trucks are ambulances.

As a law student I know that it is posible for a citizen to arrest another citizend but i really dont think that it is legal for you to arrest or give a cop a warning. Eventhough you could arrest someone they highly suggest that you never do it as a citizen you will never be able to give them all their right and you would end up with a huge lawsuit. It was also a smart idea that you didn't pull over or said anything you would have probably ended arrested. so yea fir future referrence just leave it alone trust me you'll save yourself a lot of trouble.

No laws in Cali regarding footwear, there are laws about driving naked, though.
As far as pulling over an officer, no. You can flag them down, in other words wave or honk at them until they pull over.
OR:
You can pull alongside them and tell them their lights are out.

Driving barefoot is LEGAL in CA, USA.

You can pull a cop over...kinda. I have had people do it a few times. We call it a "Citizen Flag Down". They need help so they get up on my bumper start honking and flashing their lights. I whip behind them and pull them over, to see what the problem is. Of course nobody has ever tried to give me a warning. They actually needed help.

I knew someone who followed a cop back to his station because he was talking on the cell phone (it's illegal in NY). This guy told the cop's supervisor and the cop was put on desk duty for a month. You may not be able to pull him over... but you can file complaints. Yes it is illegal (again in NY) to have no shoes on while driving... but they won't know that until you get pulled over.

You can try to flag down an officer if you need to get their attention but if you need to pull one over for a violation there is only one way.

Drive up behind the officer and honk your horn loudly. He/she will look in the mirror and this will give you the opportunity to get their attention. Point to the side of the road and they will gladly pull over. If you do not get a response you may need to gently bump into their bumper to get their attention. Don't worry, they get that all the time from caring citizens and I am sure they will be appreciative of having your input. Have a great day and good luck with the Bubba in the next cell!

report the vehicle, unit number or plates to police headquarters or police civilian review and follow up. If not on official call, the driver is cited for traffic violation.

There is a thing called a citizen's arrest. However be very careful. This cop may twist things and wind up arresting you. Not a good idea. Better is to take down his license plate number and report him to his Captain.

It might be legal but when the flatfoot takes offense, watch out when he unleashes his petty authority on you. Like the badazz in Tampa who had the judgment of a walnut and tossed the woman whose dad was having a heart attack onto the trunk of her car.
