I read about it a couple of months ago.
There was some who tried to enact this but it has too many issues. People make mistakes on their pins all the time. Police would be running around wasting time. |

No, the idea was created and patented by a Chicago businessman named Joseph Zingher in 1994/1998. And, while it was a good idea, he was unable to get the banking community to sign off on it. It has been proposed in a couple of house bills in certain states, but has not been passed or implemented as of this date.
