A 15 year old with a 19 year old? have proof of what they did b/c found video that the 19 year old man made. 19 year old now 20, 15 year old, now 16. is there any kind of legal issue here?

Well yeah. He was over the age of majority at both times, and she was under during both times. There's a BIG legal issue, because you have PROOF of what went on.
And it doesn't depend on the state, because the state of Texas is the most forgiving with these laws, and the minor has to be within 3 years the age of the adult. This was not the case anyway. |

Although (I believe) in some States the age of consent is 15, if that is the case then no. |

it depends on the state you live in. but yes the parents of the 15 yr old can push the DA's office to file charges against the 19 yr old for rape of a child, or statutory rape.
it has happened a lot, but if the 19 yr old cant get any women his own age or older, he has something wrong with him, especially if he is now in his 20's and dating a 16 yr old...... |

If in the state of the filming the legal age of consent is NOT 15, then yes - statutory rape is the charge. But the parents/guardians are the only ones that can bring those charges agains the young man. |
