It is true where I live. My friend spent a few days in jail & had to call collect all the time!!!

That is the case in CA. Some prisons have programs that allow them to buy calling cards. call the prison and ask.

Yes.
The prisons can't pay the prisoners' phone bills.

Depending on where they are, they can purchase calling cards at the prison commissary. Failing that, it's all collect.
