To be sure the entire police force in the state of Kerala under the Home Minister, Mr. Kodiyery Balakrishnan who had himself once declared that he would fabricate bombs in front of the police stations of Kerala is a stricking answer to your question with the police force he controls at the behest of his party boss. This notorious personality with possibly very criminal background who shamelessly work in collusion with one Mr. (I forgot this man,s name but everybody especially the central intelligence know about his son's involvement in bomb-making case and in which tragic episode this son is undergoing treatment) and one Mr. Sasi for the Kerala Mafia King- Pinarayee Vijayan who pretending to be the leader of a "revolutionary" party enjoys the fruit of the ruthelesss rightist capitalism in its worst form and at the same time blocking all the genuine aspirations of Free democratic India and with hisfollowers such as the SFI, the DYFI and the CITU is betraying the state and its (from his own Party) Chief MINISTER bringing the Kerala people and their pride to shameful pain and peril in association with some good for nothing shameless people as the ministers(Such as Mrs Srimathy, one Mr. Sudhakaran, and in all sense a "Baby" and one Balan, one Kareem, one Jubba-wallah_Isaac and some more disgraces upon the people of this state. By making the Kerala Police a laughing stock by denying them any chance to prove their merit in genuine cases and by forcing the force as stooges by compelling them to fabricate false and fanciful but implying serious charges against law-abiding citizens including Political leaders of long standing selflessa and dedicated service for decades and even a politaical Saint like Oommaen Chandy the leader of the Opposition in the State Assembly and even internationally famous Central Cabinet Ministers of the Republic of India.I pity the technical Head of the Kerala Police, Mr. Jacob Punnoose I.P.S. as he is helplessly made a silent and pitiable Officer to work under the present Kerala Home Minister.The root-cause of all this is the rutheless, shameless and indecent power and luxury craze of the above mentioned Party secretary in whose disastrous spell is the Central Party Secretary, one Mr. Prakash Karat whose undeserving and fragile image of power for sometie in the past at the mercy of the great Mr. Manmohan Sing-Honourable Prime minister Of India and Sreemathi Sonia Gandhi had made him foolishly think that he is a luminary. He is doomed simply because he is associated with the Kerala party leader Mr. Vijayan and his mysterious and dangerous and evil-smelling politics of which a divident(as people say) is given to the Central secretary mentioned above) to organize several other foolhardy political leaders of non-principled, corrupt and power-wishful people(some sarcastically call this stock as"leaders") for some space in negative-mission-media propaganda. Woe to the Kerala DGP and the DGPs and other top and competent Kerala IPS Officers as they work with this man -Kodiyery Balakrishnan - as their suprmo and the notorious leader of his party as their souce of inspiration and reason for their anti-police style ofmonoueringsagainst the great Kerala leaders and people.Yes Kerala as it is now the right answer for your question.

I've heard that about places in Mexico. I suspect that is less so now and didn't happen everywhere even then.

Authorities must be kept under our control our they typically become as self-serving as anyone else can be. That's why our right to military weapons was guaranteed: so we can be the final check in our system of checks and balances.
