No. Such a data base has been heavily opposed by the cities that conduct those "Turn in a gun, get money..or tickets... or something" campaigns.
I had a very distinctive old rifle stolen, and saw it on television on the news being turned in the the City of Oakland, CA for money. There is no doubt that it was the old customized rifle that was taken from my home. When I tried to contact the Oakland P.D. I was told to call the County D.A. who said to call the county Sheriff who said to call the Oakland P.D.
When these campaigns are carried out there is no research done to see if the firearms are stolen. So several cities are receiving stolen goods. In my case, the county Sheriff had been given the serial number of the stolen rifle and a photograph. |

Was it sold through a dealer? If so they ran the numbers before they sold it. Otherwise you would have to contact the local PD, but be prepared to have the weapon confiscated if it comes up dirty. |
