Yes, the mother is defintiely abusive and unreasonable. Tell your parents or trusted adult about what you have witnessed, and get your friend the help that he needs. It is not normal for a mother to act that way because a child is late; and it is not normal to hit a child with a metal hanger or anything for any reason at all.
He is abused, rat on his mother.

YES - and your friend needs to go to a trusted adult like a teacher or guidance counselor.

What his mother did is ILLEGAL and there is no reason that he needs to suffer that way. His mother needs to pay for her crime, and your friend needs to be in a safe situation.

If he won't go to a trusted adult, you need to do so for him. You may save his life if you do.

YES that is abuse, call the local police department and report it, the next beating may be worse. Your friend needs help NOW! The police need to see the bloody marks on him to take pictures as proof of the beating. Child Protective Services will step in and probably put in him another home either with relatives or friends or a foster home. Now let me ask you a question, have you seen the bloody marks? If so you need to report it yourself if he is to scared to. If you don't report it how are you going to feel if she hurts him even worse. Please I beg you report it for your friends sake!

Abuse is whatever the police, CPS, teacher, or psychologists thinks it is. None of whom may be sued for a false report.

Once charged, a parent will find it nearly impossible to disprove.

And there is always the media on a slow news day, who would sensationalize anything.
