I have to make a court appearance to gain entrance into the ARD program for a drug offense. I'm a college student and obviously I don't have the money to go out and buy a suit currently. Will I be able to get away with a pair of khaki dress pants, a blue and white striped button down shirt, and a tie?

An expensive suit doesn't necessarily solve your problems in court. Nice khaki pants and a button down shirt are still acceptable attire for court. Being respectful is probably the best thing you can do in court regardless of what you wear.

It will be acceptable as the code is business casual, but why not try to shop at a second hand store for a suit? I would at least look for a nice pair of dress slacks rather than khakis.
