Minor Ticket turned into Warrant?

I have a friend who got a ticket for not wearing a seat belt while he was in the passenger seat of a car. He thought the ticket had been payed for, but long story short it was never paid. He had no idea. While he was in the car with some of his friends the other day they got pulled over. The officer carded everyone in the car and discovered that there was a warrant out for his arrest because of the unpaid bill. Now he's sitting in jail with no way to get out. How long will he have to stay there before he doesn't owe the state any money? Will he ever get out even if can't get all the money they are asking for? The bill is significantly larger than the ticket was to begin with.

There's more to the story than is being told.
If he was cited for not wearing a seat belt and a warrant was issued for FTP (failure to pay), he probably would have been cite-released only - and not held in jail for the duration.
If this IS the case, then he needs to call a bail bondsman. The warrant WILL be for a larger amount than the original fine.
