Mother Bought a Second Hand TV in a Dodgy Second Hand Shop, It Broke and She gave it back without a refund....?

.....as they said they didn't have the cash there, so she left it to come back on Tuesday, and they said they still didn't have the money.
I don't know the full details as she has kept quite for some reason.
Now she has to go there and back to see if they have the cash, but for some reason i am thinking they will never have it.
What should we do, call the Police on the matter, i am sure they are selling something dodgy there and they won't what they, threaten that we will?
Or just do it after a few days and see what they advise us to do?
Any advice will help
I KNOW it was stupid of her to do, and i have told her that, but that doesn't make things better.

Considering that the standard answer is going to be the cash is NEVER there, I would ask for a voucher for the same amount owed and pick out something else of equal value. Get the voucher signed by the manager and make sure it has NO expiration date. This way you can take your time until something comes in the store you actually want versus just picking something up on that day.
