So what powers do these guys have?!?! you know the ones leisurely driving at 70mph in their environmentally friendly 4X4's.... Can they arrest etc....? The only reason I ask is I broke down was on the hard shoulder... these ******* turn up and nigh on moan that ive broken down... asking me all sorts of questions.... Im like ive broke down ... there **** all i can do etc... I mean even asking for my mobile number i think is too far.... plain refused.... You dont need it so you aint having it etc....
Well anyways if anyone has thoughts on how they vary to REAL police... if at all?!?!

Highways Agency Patrols are there to co-ordinate and assist emergency services and maintain traffic flow, they have no police powers other than those under 67/1 of the Road Traffic Regulations Act 1984, which is basically the power to direct traffic.

They are called Highways Agency Traffic Officers. They have no powers that the police have. The only powers they have are traffic management. They don't even have blue lights on their vehicle. |

Highway Agency Traffic Officers have basically all the powers of the Police in dealing with Traffic violations and limited powers of arrest, however they can call for back-up anytime.
If you read the link posted by the 3rd answer it confirms everything that I said although the new powers mentioned as a consultation doccument are accepted.
