My boyfriends background investigator for the CHP wants him to come in to sign papers? Is this a good sign?

My boyfriend Is going through the CHP recruiting process and is now getting towards the end. His background investigator contacted all of his references and after 3 weeks, wants him to come in to sign papers. He wasn't told what papers he would be signing so I'm curious if this is a good sign? I'm assuming they wouldn't be having him sign papers if he wasn't moving on to the next step? I'm hoping this is it for him. Does anybody know if this is good sign or not?

Sounds good to me, otherwise they wouldn't call him at all! Does he have anything to worry about?
