My brother-in-law steals from me like crazy, what can I do to get my stuff back?

Here's the thing, I have a brother-in-law, that steals from me like crazy, even went as far as stealing corner light bulbs off my car! He helped us move and one whole box of stuff vanished, because he went to his house first before he got to mine. Situation is, my mother and father in law live with my wife and I, they're old and no one else cares enough, or has the money to take care of them. I can't just tell him to not come over because one, he will anyway, and two he will wreck everything I own.
He has stolen countless movies, video games, various gadgets, DVD players, VCR's, and the list goes on.
The problem is, is my father-in-law pays all his bills, pays for his child support, and everything he steals, instead of trying to get it back from him, he just buys it all over again. If I confront my 350lb brother-in-law about it, he wants to fight, and break things, throws things, and one time myself at 145lbs got into a fight because he was threatening my father-in-law, so I punched him in the face three times, without him even getting to even put a scratch on me, what does he do? Takes my wife's car, (which he was borrowing because his truck was broken down, we are a very forgiving family), and he starts it up, and tries to blow the engine, realizing that it has a governor to prevent that, he rips up the yard, comes back and rams my car with hers. Doing major damage, I start after him, but my F.I.L stops me, and fearing I may cause him to have a heart attack, I stop. I cannot call the police because if I do, my F.I.L will be the one that pays since he also employs my brother-in-law. Even though he makes money with my F.I.L he doesn't pay a DIME for gas, food, rent, water, elec, three phones, internet&TV, and most everything he wants! MY F.I.L is not rich, but what he makes goes to my B.I.L...
What I want to know is, what can I do, who can I talk to, how can I see that he is punished for what he is doing, and has done, where he will pay and not my F.I.L? I can't just wait for my F.I.L to die, he is 61 and his mother is still alive!! I have thought about small claims court and a restraining order, but what can I do when I house his parents? <--I do not mind that! How can I see that I get all of my belongings back just the way the were, and what happens when he just lies like he always does and says that they're his, and that he bought them?
I just need answers to what I can do legally, NOT stupid answers like move out, and all that other crap!

I know that you mean well, but this isn't your normal BIL he steals from his own mother! When she steps in to stop him, he threatens to kill her, and throws things at her! Top all that off with the guy doesn't, nor can he handle ANY DRUGS! He does all this DRUG-FREE! Trust me, I know what a druggy acts like, my two other BIL's are BIG ONES, and ironically all they come for is money, give them that, and they are gone for a while! I stopped giving them money, and started giving them what they asked for, i.e - gas, food, bills, I took them the gas station, bought them food, and took their bills and payed e-check personally, after the first 2-3 times of asking gas cash, and me getting into a car with a full tank, they stopped asking for gas cash. now they only come for bills when they can't pay, they actually work too! This is a new breed of a 24 year old 5 year old, if he doesn't get what he wants, he'll destroy what you have till he does! The family knows he steals. Im Stuck!

Tough situation dealing with in-laws...Pray about it, ask for guidance and patience and understanding. Your F.I.L. is doing what any good parent would do spoiling their child... because of this you B.I.L. has not really grown up yet... Unfortunately some people don't until those supports are actually gone...That will be a have dose of reality that he may or may not be able to handle. After prayer talk to your wife explain how these actions are hurting you all ask her to talk to her bro. she probably knows how to reach him when you can't reach him ( to him your an outsider) if she doesn't want to get in it ( she already is) pray some more set up cameras or whatever you need for evidence then show this to her and the family maybe seeing his actions will wake him up...GOOD LUCK
