My friend made a report and they told her she cant do anything unless she had proof is this true?

My friend has been dating this dude for a long while and his baby mama follows her from work but my friend doesnt drive home because she thinks thats the reason she follows her and its been two weeks. Then the mom of the dude started following her too! Then one morning at 8 am she waited for her to leave her house and she goes to work and the mom tells her to leave her son alone and that his baby mama loves him so much that she tried killing herself! And before she left she told her "Keep in mind that i know where you work and live"
So my friend told me and i told her to make a report or something cuz if the baby mama is psycho enough to try to kill herself what if she goes psycho and tries to do something to my friend!
She went to the cops and they said she cant do anything unless she had proof. That she has to do pysical harm in order for them to do something.
Is this right?
Can we do something about it?
Do she have another option if she cant do a report or some program that can help?
My friend is worried and im mad at the fact about what the cops told her.

The police really can't do much after the fact because the whole issue will devolve into one person's word versus another. If the only witness to this behavior is you, then your statements will be countered by their denials.

Look at it this way: You wouldn't want the police showing up at your work to hassle you because some crazy ex boyfriend made claims that you showed up at his mother's house and threatened to kill her if he didn't get back together with you. You would want them to have something more substantial than just his word before they came to you, wouldn't you?

Some departments will take a 'report' anyway to 'document' the claim - but even then it amounts to nothing because no prosecutor would ever file charges based upon a claim with no supporting evidence. You end up with a piece of paper that makes you feel better that you 'told the police' - but not much more.

My suggestion would be to do exactly what they said: Get proof. Your best proof would be 'hard evidence' - get some video of these people following you around. Your second best option would be additional eyewitnesses (besides yourself), preferrably someone who has no vested interest in the situation (as in not your brother or your friend or anyone who might have a reason to support your story).

You can also try being persistent with the department in question. It may be that they will relent and take a report; they might even contact the parties involved, and THEY might be dumb enough to admit it...but that's a longshot. I'd go for the proof.

She can get a restraining order but for real, you hear so many stories about the cops... they just don't have the time to be bodyguard to your friend so they wont do anything until an actual event occurs. Following people is not illegal technically and hard to prove.

I'd just get restraining order and start a paper trail. If it gets bad, hire bodyguard.

to twistedpink94 : you cant say ex wife cause they mentioned nothing about being married this girl is really dumb. to answer the question well yea you can get a restrain order on just about anyone with little to no reason or film them following her that would prove it.

its not true, cops press charges without proof ALL THE TIME... they just arbitrarily decide whether to take a case or not, and if they decide not to help you, you are just out of luck. Usually, they like to spend their time giving parking tickets, and they really don't want to get involved with real criminal cases.

Call legal aid-it's free, they would be able to give you better information, I do not know if a restraining order is a viable solution or not.

Yes she does need proof that a crime has been committed. But she may be able to get a restraining order from a court depending on where you are some states will do that. Otherwise get it all on tape and then take it to the police

You have reported it too the wrong authority. the police are unable to act on suspicion of something that someone has said, sad but true, and that will cop a lot of flack from some people, but obviously in this case its true.
Contact child services in your area, they are the ones that deal directly with children at risk and when appropriate call in the necessary authorities.
So have your friend and yourself, and anyone else that can help child services investigate your claims to contact them. the more information they have, the easier it is for them to investigate.

I think if your friend stressed the threat to the cops they would go speak to the woman to let her know they are aware of the situation. Obviously, no one can be arrested before a crime has been committed, but you can usually get the cops to give a small "show of force" in order to intimidate the person who MAY commit a crime.

To answer your question, odds are with any significant evidence you'll be able to get a restraining order.
Usually, it's a lot harder if it's just a "he said she said" thing.
