Usually what people do in the privacy of their homes is not subject to police intervention, but in this case, your neighbor seems to be pointedly making his behavior "open and obvious" to the general public. In this case you do have a right to report him for the reasons you have already stated.

Without question call the police. They will answer that complaint swiftly. They may request a written complaint as to what you observed and when.

My town handled a similar complaint of an elderly male doing that in his window. He needed serious help mentally. Do the right thing before something bad happends.

take a video camera and make a recording... post it on Utube... and show it to the cops... that way u have proof.... take a number of recordings at different times

It is considered indecent exposure when the person is in clear view of a public street. You can report this to the police and they will take appropriate action, hopefully it won't happen again.

If he is in a window in the front of the house, then he needs to be stopped. Inform the police.

If this was visible through a back window into his bedroom, I'd say that you have the problem, but no one should be exposing themself in the front window of their home on a busy street.

Well, I think you should call the police. More so, he is on a busy street. There is a greater chance of him doing this and KIDS will see him. This is wrong. He should be reported.

It sounds to me like he's an exhibitionist. I think you should report him, because even though he's in his own home, people have the right to walk down the street and not see some strange guy's member hanging out.

Chances are he is doing it for attention and taking great pleasure ( from more than just the obvious) in freaking out the whole neighborhood, give him what he wants: attention.
I'd be willing to bet if you went and pounded on his glass while he was sitting there playing his organ, he'd never touch it with an audience again.
You did say it was a busy street- so it's not like he's going to grab you or anything.

The quesiton is- is he doing this in such a way for people to INTENTIONALLY watch him? Or is this done in such a way that a REASONABLE PERSON would do it this way?

If you KNOW he's doing this, and you keep WATCHING him, whos the weirdo? He's hurting nobody, and he's not spreading any dieases. Meanwhile, you're watching him- so whos the one with the issues here?
