Sure, pants are optional. Women in skirts and people in shorts opt out of pants every day.

As for the second part, it's a necessary part of a civilized, mature society that people understand things that are implied. Writing down every possible deviation from expected behavior is not necessary for most intelligent people that take part in our social system.

I wish I cou.ld just HAVE them to be able to shop at the store. That would be Soooooooooooooooo funny if I went into walmart w/out pants on and it was legal.

Pants are required by law, so they don't feel a need to be redundant.
