Not that I believe any of this rant, but IF you claim he murdered some woman, WHY would you intentionally harass him and provoke him?

IF any of this was real, I would tell you to find somewhere else to live. But I doubt any of this is more then your boredom spilling over into our world.

Your little temper tantrum makes no sense. You say the cops are corrupt yet he has no money. What is the motivation of the cops to side with a no good alcoholic? My brother would throw my mother in jail if she committed a crime.

What you lack is evidence and the desire to do what is needed. Collect evidence, call the cops. The entire police force is not going to ignore MAJOR crimes because one cop likes the guy.

If you think he murdered someone, call the FBI and tell them that he is being protected by local crooked cops.

If that does not work, see if one of your local television stations will take up the story. Tell them that you are afraid of the guy and tell them about the lack of police protection. The TV station might be just the key to get action.

Do not take any action on your own. If he really did kill that girl, there is every reason that you would be next if you started irritating him.

You need to file a copmplaint formally with your landlord or Building manager. Accusing soemone of Murder with out proof or eyewitness is Heresay, and won't get you anywhere.

Irratating him may make him retaliate...and you may never make it to the phone or the door before he kills you(if that is the case). File a complaint twice. Then get a restraining order...as the situation gets worse call 911 and report the inccident. Once you can document the complaints and orders and the emergency call...then you have shot and nuetralizing the problem.

but if you go at it yourself all vigillanty, chances are you'll be place in the klink.

Call a different division of the RCMP, one in a different town or city or whatever. Or, find out if the RCMP has an arm that investigates corrupt officers(they must) and tell them. Or, just kill him. Try the other cops though, first. Or hire a private investigator to document his activities and then take all of your proof to the cops and ask to speak to someone higher up the chain of command. He can't be friends with ALL the cops.

Grab a base ball bat smack him in his knees then call the cops and make a false report against him, tell them that he tried to get fresh with you by pulling on your shirt.

If the police aren't doing their jobs,go to the district attorney. If he/she won't do anything,go to the State Attorney General.

Just move, if the city is that corrupt as you say why be in it? IF you are really serious about wanting to stay and getting him to move then install cameras and catch him doing what it is you think that bothers you. I'm not sure why his stataus on welfare has anything to do with it. You sound like you live in L.A.

it'll be better if u can keep quite or u'll ve 2 stand up against him. he thinks he can bully all of u guys and will get away, which 2 some extent is true. so if nebody raises his/her voice against and create a fear in him dat he's not the only boss around den he'll b off 4 ever but 2 do dat u'll need a strong personality. if u think u wont be able 2 stand up against him den its better u keep quite and ignore him.

Maybe the police aren't doing anything because he is an informant.

If there is illegal activity look into the possiblily of going to the welfare office(with proof) and get him cut off.
Get all the other tenants together and go the ower/manager and lodge complaints. Do it as a group.
