If someone was seen stealing then they got their license plate number what would police do , question the person right after they were called, or just put out a warrant for them , and how long would that take if they did .

If stealing occured and the store wanted to press charges but they only have the license plate number, the police can attach a "wanted" to the vehicle license plate, and relay a message to gather all occupants information when being stopped at a traffic stop by another jurisdiction.
After that,detectives gather all pictures of the people that were earlier occupied in the vehicle used in the theft, and display the pictures to the witness (if there was one) at the store, and the witness chooses the suspect (shoplifter). Then they put a warrant on that suspect for "questioning." Time wise, it can be done in a day, six months, or whenever. |

depends on how much was stolen..the higher the theft...you would get a little visit from the popo...if it was a minor thing...you would be questioned within 24 hours... |
