Be straight forward when he marks his suggestive remarks, and say thank you, but I'm not interested.. and please, say it with respect. You won't understand now, but you will later one - in life.
Be cordial..kind. But do let him know you're not looking for a relationship.. however, a slight friendship would be alright.. or if you're not inclined for a friendship.. where you say hello when passing on the street, or checking in just to see how someone is doing, then be honest about that as well.

that's creepy. this sounds like a lifetime movie. i would suggest nipping this in the bud now. don't worry about trying not to be mean to him. it sounds like he's not exactly dwelling in the realm of normalcy, if he comes across as scary, so i'm not sure i'd entertain ANY of his conversations. tell him off. that's all i can suggest.

Odds are he's just lonely, but with that being said... You are going to have to be firm on this one before it gets completely out of hand. First, just make sure he understands completely that his remarks are making you uncomfortable and you would appreciate it he could find it within himself to cease immediately. Odds are that will make your point and he will stop calling. If he refuses then you must be speak a little more firmly make sure he knows he is not to call any longer. Then if he continues obtain an Ex Parte order of protection, including phone calls. You need to exhaust all options before you take this approach though. If not then your request could be denied, (most likely not, but it is possible).
But honestly he is probably just lonely. Maybe if the requests work then you could try helping him get involved in senior activities, where he could meet new people and that would help curb any future behavior. Just an idea. Good luck!

be seen with a large male friend. stand out in the front yard... when he looks maybe point at him then have you male friend look at him and cross his arms. maybe he'll stop.

2. do let your friends, relatives know about this man and the way he behave that you feel is threatening you

3. you may have to listen to what he has to say. he is your neighbour anyway. you can take your man or friends or relatives to talk to him. listen to his words very carefully. if it sounds bad to you then there is no point being good to him.
