Can a parks and rec member give you a speeding ticket for speeding in the parking lot of a park in Norwalk, CT... i wasnt speeding but the guy yelled and said i was, then took my license plate. THanks!

You can not issue a speeding ticket unless you are certified in speed detection and are given the authority by the department you work for. I'm not aware of any Parks and Recreation employees that meet that criteria.
They can, however, file a citizen complaint with the local police department. It is not likely, but possible you could get a ticket based on their complaint. |

If you are talking a civilian, yes anyone can file a civilian complaint against anyone else.
The problem they face is that when it comes to being an expert witness about what is speed and how was it evaluated, we enter another realm. |
