Quick question for any cops or judges our there... about impeding traffic tickets?

My friend brought it up and I've been curious, how many impeding traffic tickets does the court give out until they stop (specifically in SE michigan; i.e. Grosse Pointe, Sterling Heights, or Detroit? He has clean record other than going 5 over or doing a rolling stop (small things like that) and says every time he's been given the impeding traffic option (more expensive no points), a total of 5 so far. do they just keep giving it out as long as it is a small infraction?

There is no maximum amount of times tha charge can be given out.
Usually, it is possible to either get it reduced, or to defeat in court if a safety concern was cited, such as engine mal function, sound coming from car, weather, child screaming in the back seat, lost any logical reason for slowing down would get him off it. |
